SYNTAX: MPSCATTER <target name> <low vnum> <hi vnum>
DESCRIPTION: This command will send the victim to any one of
the rooms specified at random.
Example: mpscatter lascivias 1 50
Will transfer Lascivias to a room between 1 and 50.
The numbers you specify are inclusive in the formula.
