I want to start a version of ROM 2.4 but I want to do it in Windows instead of Linux. The docs give all kinds of info on how to start up using Linux but I can't find anything on how to start it up in Windows... there's got to be a way, right? DOT starts using Windows DOS prompt instructions.

Can anyone help?

You mean with Cygwin? That would be the easiest.
