When I connect to a user with my chat window and they allow me to command/snoop them and I'm snooping them, 13/14/15/16 all return false.

I assume that this is because the flags return wether or not they can snoop us (13), they are snooping us(15), they can send commands to us (16). That means that flag 14 (snooping) isn't working since I'm actually snooping them. It would be nice with such a flag for send commands (I'm allowed to send commands to them) as well. Or are all of these planned to be handled by OnPluginChatMessage?

It's a long time since I wrote that, but judging by the source that flag is only turned on after we actually get a snoop message, not just that we are allowed to do it.
