Is there a masterlist of functions/functionality by version to determine what a proper minimum required version should be? Or is it just running through the changelogs to make an educated guess?

functionality by version

I don't think so.

As far as I'm concerned, there's never a good reason to keep running a version older than the latest one.
I think you should just put the version that you are using right now that you know works. And then if anyone gets the "too old" message, they'll update and be happier.

The help database that ships with MUSHclient has a field indicating when a new function was introduced.

If this field is NULL you can assume that the function has existed for very many versions by now.

If you're using a particular function, that you think was introduced recently, check out the help or the online help. It should list which version introduced that function.
