I know this is old news, but I just got here:
The zip file here only has StarWarsSmaug.exe by itself. What else do you need to run it?

Try this file on this site:

http://www.gammon.com.au/files/smaug/swr-2_0a2.tar.gz

That was one of the original SWR distributions - that has various relevant files and folders. I think you would then put the .exe into the area folder and run it.

However I am not an expert on it. Try searching this forum for SWR and see what other posts appear.
