Running smaug on windows, just the binaries...

Which version of Windows? It might not support services.

Try /run instead of /start

Don't know why - try /run anyway to see if the problem is only for services. Do you have administrator rights to install a service?

Yes, I am the only one operating this computer, I am the administrator... and, I get the same error when /run...
